Belgium and the United States Sign Agreement to Prevent and Combat Serious Crime 

U.S. Attorney General Eric H. Holder today joined Belgian Minister of Justice Stefaan De Clerck and Minister of Interior Annemie Turtelboom to sign an agreement on Preventing and Combating Serious Crime (PCSC), which will allow for the exchange of biometric and biographic data of suspected criminals between the United States and Belgium to bolster counterterrorism and law enforcement efforts while protecting individual privacy.

Under the agreement, Belgium and the United States will leverage state-of-the-art technology to share law enforcement data, including fingerprints, to better identify known terrorist and criminals during investigations and other law enforcement activities. The agreement authorizes the use of specific mechanisms for sharing vital information to help prevent serious threats to public security, and requires measures to ensure the protection and privacy of citizens in both countries. In fact, the PCSC contains numerous provisions pertaining to the handling, sharing, and retention of relevant data, all designed to ensure privacy and data protection.

Belgium is the 20th country with which the United States has signed an agreement to prevent and combat serious crime. Among the other international partners who have concluded similar agreements with the U.S. are Germany, the Netherlands, Finland, Spain, Estonia, Greece, and South Korea. These agreements – negotiated by the Departments of Homeland Security, Justice, and State – prevent individuals who commit serious crimes in one signatory country from continuing illicit acts in another, and reaffirm the strong commitment of the United States to reciprocal partnerships that advance the safety and security of the United States and its allies.

BELGIË EN DE VERENIGDE STATEN TEKENEN AKKOORD OVER HET VOORKOMEN EN BESTRIJDEN VAN ERNSTIGE MISDRIJVEN

Vandaag tekende Amerikaans Minister van Justitie Eric. H. Holder samen met Belgisch Minister van Justitie Stefaan De Clerck en Minister van Binnenlandse Zaken Annemie Turtelboom een Akkoord over het Voorkomen en Bestrijden van Ernstige Misdrijven (‘Agreement on Preventing and Combating Serious Crime’).

Het akkoord zal de uitwisseling van biografische en biometrische gegevens van verdachte misdadigers tussen de Verenigde Staten en België mogelijk maken, en zal als dusdanig helpen om terrorisme en misdaad te bestrijden, met inachtneming van de bescherming van de persoonlijke levenssfeer.

Volgens het akkoord zullen België en de Verenigde Staten gebruik maken van de allernieuwste technologiën om gegevens te delen met betrekking tot de handhaving van de wet, met inbegrip van vingerafdrukken, teneinde beter terroristen en misdadigers te identificeren tijdens onderzoeks- en andere politionele activiteiten.

Het akkoord laat toe om specifieke mechanismen voor het delen van vitale informatie aan te wenden teneinde ernstige bedreigingen voor de openbare veiligheid te voorkomen, en omvat maatregelen om de bescherming en de persoonlijke levenssfeer van de burgers van beide landen te vrijwaren, zowel voor wat de behandeling, als voor wat het delen en het bewaren van gegevens betreft.

België is het twintigste land waarmee de Verenigde Staten een Akkoord over het Voorkomen en Bestrijden van Ernstige Misdrijven heeft getekend. Onder de andere internationale partners die gelijkaardige akkoorden hebben afgesloten met de Verenigde Staten bevinden zich Duitsland, Nederland, Finland, Spanje, Estland, Griekenland en Zuid-Korea.

Deze akkoorden – die onderhandeld worden door de Amerikaanse Ministeries voor Binnenlandse Veiligheid, Justitie en Buitenlandse Zaken – voorkomen dat individuen die ernstige misdrijven plegen in een ondertekenend land verdergaan met het bedrijven van misdaden in een ander land.

Zij herbevestigen tevens het sterke engagement van de Verenigde Staten ten opzichte van partnerrelaties die de veiligheid van de Verenigde Staten en zijn bondgenoten bevorderen.

La Belgique et les Etats-Unis Signent un Accord pour la prévention et la lutte contre les crimes graves

Le Ministre de la Justice américain Eric H. Holder a signé ce jour avec le Ministre de la Justice belge Stefaan De Clerck et la Ministre de l’Intérieur belge Annemie Turtelboom un accord pour la prévention et la lutte contre les crimes graves qui va permettre l’échange de données biométriques et biographiques de suspects criminels entre les Etats-Unis et la Belgique, afin de soutenir les efforts dans la lutte contre le terrorisme et pour le respect de la loi tout en protégeant la vie privée.

Selon les termes de cet accord, la Belgique et les Etats-Unis tireront profit des technologies de pointe pour échanger des données policières, telles que les empreintes digitales, en vue de mieux identifier les terroristes et criminels lors d’enquêtes ou autres recherches policières. L’accord autorise l’utilisation de mécanismes spécifiques pour l’échange d’informations vitales en vue d’empêcher de sérieuses menaces contre la sécurité publique et requiert des mesures pour garantir la protection de la vie privée des citoyens dans les deux pays, tant lors de la gestion, le partage, et la rétention de ces données.

La Belgique est le 20ième pays avec lequel les Etats-Unis ont signé un accord bilatéral pour la prévention et la lutte contre les crimes graves. Les autres partenaires internationaux qui ont signé un tel accord avec les Etats-Unis incluent l’Allemagne, les Pays-Bas, la Finlande, l’Espagne, l’Estonie, la Grèce, et la Corée du Sud. Ces accords – qui sont négociés par les Ministères américains de la Sécurité Intérieure, de la Justice, et des Affaires Etrangères – ont pour but d’empêcher des personnes qui ont commis un crime grave dans un pays signataire de continuer des activités illicites dans un autre pays. Ces accords confirment aussi à nouveau l’attachement des Etats-Unis à des partenariats réciproques qui accroissent la sécurité des Etats-Unis et de leurs Alliés.
